I understand the 30 chains in the beginning but if you sc starting from the second chain from the hook you only get 29 on your way back. Then are we doing 2 SC at 15th st? I’ve searched everywhere for the PDF of the English version and I can’t find it. Can you post the pdf if you find it or a link to where it can be found? Thanks!

Ch 31 –
Foundation Row – starting 2nd stitch from hook, sc in every st till end, turn (30 sts)
1st Row – Do NOT ch 1 at beginning!
Starting in 1st st *place hook through BACK loop of st only, yon, pull loop through, yon, pull loop through both sts*
Continue from * to * until mid point (15 sts)
{Place hook through BACK of st only, yon, pull loop through, yon, pull loop through both sts} TWICE in next st, place stitch marker, *place hook through BACK of st only, yon, pull loop through, yon, pull loop through both sts* till end, turn (31 sts)
Repeat row 1 nine times (40sts)
Row 11 – *place hook through BACK loop of st only, yon, pull loop through, yon, pull loop through both sts* in all sts, including centre one (do NOT increase in this row) (40sts)
Repeat row 11 three times (40sts)
Row 15 – *place hook through BACK loop of st only, yon, pull loop through, yon, pull loop through both sts* in first 18 sts, In 19th st (st just before centre marker) insert hook into back loop of st, yon, pull loop through, LEAVE ON HOOK, insert hook into back loop of next st, yon, pull loop through. You now have three loops on your hook.
Yon, pull loop through all three loops on hook. Place centre marker in this st. Continue as normal till end. (39sts) You are now decreasing sts
Repeat this row until work measures equally when folded lengthwise.
WATCH VIDEO FOR THIS PART – Fold work end -to-end to create bag. Match sides together, work out which is wrong side by appearance of side rows.
Slip stitch down side seam to join, cut yarn & tie off.
Repeat for other side seam.
Turn bag to right side out
Rejoin yarn to top edge at one side seam, sl st through top loop at top of bag all the way round.
Continue this for six rounds, tie off yarn & weave end in.

Yon – yarn over needle (sorry, should be hook, my knitting background snuck in!)
Sl st – slip stitch.
As I said, she’s definitely using T shirt yarn. I can’t tell what size her hook is, so just experiment until it looks right.
I THINK I counted the rows correctly, but PLEASE use this pattern in conjunction with the video.
